Discover provisional credit: when do you get your money back?
"Provisional credit" is a temporary refund while your dispute is investigated. Whether Discover owes you one, and by when, depends entirely on whether the disputed charge was on a debit card (Regulation E) or a credit card (Regulation Z).
Debit card · Reg E
Within 10 business days
If Discover cannot finish investigating a debit card dispute within 10 business days, Regulation E (12 CFR 1005.11(c)) requires it to provisionally credit your account within 10 business days and give you full use of the money while it investigates — up to 45 days, or 90 days for point-of-sale and foreign transactions. Accounts opened in the last 30 days get 20 business days instead of 10.
Credit card · Reg Z
No fixed deadline
Regulation Z (12 CFR 1026.13) sets no provisional-credit deadline for credit card disputes. Instead, while Discover investigates a billing error you filed within 60 days, it cannot make you pay the disputed amount or report it delinquent, and it must resolve the dispute within two billing cycles (no more than 90 days). Any earlier credit is a courtesy, not a legal right.

Notable Policy
Discover operates its own payment network (Discover Network) rather than Visa or Mastercard. Since 18 May 2025, Discover is owned by Capital One, which completed its $35B acquisition of Discover Financial Services; Discover Bank merged into Capital One, N.A., though Discover-branded cards and the Discover network continue to operate. Discover acceptance has historically been lower than Visa/Mastercard but has expanded significantly; acceptance is now comparable at most US merchants. The Discover Cashback Debit is notable for offering debit card cashback rewards, unusual after the Durbin cap limited debit interchange at large banks.
Charter: OCC (national bank charter): Discover Bank (Delaware-chartered) merged into Capital One, National Association on 18 May 2025 · HQ: Illinois (Riverwoods, operational HQ); parent Capital One HQ in McLean, Virginia
